For an air-to-water heat pump (hybrid or all-electric) you can apply for ISDE as an owner-occupier. Have it installed first by a building-installation firm, then file in eLoket with DigiD, within 24 months. An air conditioner that blows warm air is out.

What is ISDE for a heat pump?

The ISDE (Dutch) is the national fund that pays back part of the cost of an air-to-water heat pump. Hybrid and all-electric both qualify, as long as the unit heats your home or hot water. You already heat your home. This fund can bring the purchase down.

The same fund also covers other measures, such as insulation or a solar water heater. We do not spell those routes out here; the current list is on the homeowner page (Dutch). A home battery is not on it. That is covered under home battery subsidies.

Who can apply?

ISDE for homes is for owner-occupiers (Dutch): you own the home and you live in it. Renting does not qualify. Business premises have a separate desk, with different conditions.

The unit is new. Second-hand does not count. You use it for space heating or domestic hot water, not a tumble dryer. New units on the notification-code list (Dutch) have at least label A++. The home was built before 1 January 2019 (Dutch), or you show that the environmental permit was applied for before 1 July 2018.

Air-to-water yes, air-to-air no

The notification-code list covers air-to-water, ground-to-water and water-to-water. Air-to-air heat pumps are excluded (Dutch). An air conditioner that blows warm air into one room is therefore outside the fund, even if the brochure calls it a heat pump. We put the difference side by side in air-to-air versus air-to-water.

How do you apply?

You apply after installation, not before. A building-installation firm (Dutch) does the full job; DIY does not count. You then have 24 months (Dutch) to file. You log in with the DigiD app or DigiD plus SMS. In My RVO (Dutch) you choose New application.

After sending you get a confirmation with a reference number. A decision or reply follows within 8 weeks (Dutch). If that slips, you get a note about extra time. We do not file ISDE for you. The notification code is on page 5 of the quote.

Which papers do you keep?

With the application you supply at least: the notification code (Dutch) (or the product description plus technical documents if there is no code yet), brand and type number, invoice and proof of payment, the installation date, and contact details for the installer. Keep the signed quote or order confirmation and the bank statement. Those two together are purchase and payment. Without them you cannot finish the form.

Notification code: on the list or not

The notification-code list (Dutch) is an overview of units already assessed. If your type is on it, you enter that code. If it is not, you may still apply with product documents. That is not an automatic refusal. The desk then checks whether the unit meets the rules. You cannot derive rights from that list.

In the ISDE check you search by brand or type in our list for this month. If it is not on there, that does not mean you get no subsidy. It means: bring the papers, and in the quote we check the type with you.
