Connection pause / waiting list in parts of the province

Since 1 July 2026, stricter rules apply to new or heavier connections. Area 1a (around Utrecht, Woerden, De Ronde Venen, Zeist and Houten) has a temporary connection pause. Elsewhere in the province you more often land on a waiting list.

Grid operator: Stedin (+ TenneT op hoger netvlak)

  • Area 1a: temporary connection pause for new or heavier connections until capacity returns or flexible use frees capacity.
  • Area 1b (Amersfoort, Bunschoten, Soest) and area 2 (Veenendaal): no connection pause according to Stedin, but national waiting-list rules still apply in congestion areas.
  • Your existing connection keeps working. The issue is new applications and upgrades.

According to Stedin, Utrecht's capacity shortage is set to grow over the coming years to 250 MW by 2029.

Area 1a connection pause

From that date, area 1a (around Utrecht, Woerden, De Ronde Venen, Zeist and Houten) has a temporary pause on new or heavier connections.

October 2026

First review moment

The government and grid operators review again in October 2026 whether capacity can be released from 1 January 2027.

Questions about grid congestion in Utrecht

Can I still install a heat pump in Utrecht?

Often yes, if you stay within your existing connection. Whether that works depends on your fuse box, other appliances and heat-pump choice. We calculate that for you. Applying for a heavier connection has become harder in parts of the province.

Does the connection pause apply to my whole postcode?

No, not automatically. Stedin distinguishes between areas. Use the capacity map and always check with Stedin when unsure. Our page gives regional context, not a street-level guarantee.

Does a home battery solve grid congestion?

A battery can lower your own peak and use more of your solar power. That helps your home. It does not replace grid expansion, and it is no guarantee you will never need an upgrade.
